The Newbern City Library is committed to providing a safe, welcoming, and accessible space for everyone in our community. Our policies are here to protect our patrons, support our staff, and keep the library running smoothly so that people of all ages can read, learn, create, and connect.

Frequently Asked Questions

Do I need a library card to use the library?

Everyone is welcome to visit the library building. A library card is required to check out materials and to use certain services and equipment.

How do I get a library card?

Adults must present a photo ID. Children under 18 must have a parent or guardian sign for them. Adults may obtain a card over the phone for digital use but must present ID before checking out physical items.

Can my child be left alone at the library?

Children under age eight (8) must be accompanied by an adult or responsible older child. Parents and guardians are responsible for children's behavior at all times.

Are there behavior rules inside the library?

Yes. Patrons should help maintain a peaceful environment — this includes respecting noise levels, staff direction, and the comfort and safety of others.

Can I use the library’s makerspace equipment?

The library provides a Button Maker, Laminator, Cricut Maker 3 with Heat Press, and a Makerbot Sketch 3D Printer. Each device has its own policy and guidelines that must be followed.

Do you have meeting rooms available?

Yes. The meeting rooms are available during normal library hours. Full details are included in the Meeting Room Policy found below on this page.

Newbern City Library Policies

(Established October 11th, 1979 — Last Amended: September 9, 2024)

Library Use Policy

I. Statement of Purpose

In our efforts to provide a comfortable, welcoming environment for all library users, the Newbern City Library Board of Trustees has determined that the library and its services should be subject to a written policy. These policies are in force on library premises.

II. Use of the Library

  • Services shall be free to all persons residing, working, owning property, or attending school in Dyer County and the surrounding area.
  • The use of the library may be denied for failure to abide by the rules of the library, destruction of library property, or objectionable conduct on library premises.

III. Conduct

  • Upon entering the library, cell phones and other mobile communication devices should be set on vibrate. Any calls received by patrons should be answered in the library foyer or outside if the weather permits.
  • Appropriate attire is required, including shirts and shoes. Offensive body odor or poor personal hygiene is disruptive to the library environment.
  • Conversation and activity should be kept at a level that will not disturb others.
  • Parents or guardians are responsible for the behavior of their children. Children under the age of eight (8) must be accompanied by an adult or older child. (See Children’s Policy.)
  • Library users must not engage in any activity in violation of Federal, State, or local law.
  • No weapons are allowed on library property, with the exception of law enforcement officers on duty. Weapons are defined as:
    • Firearms, including but not limited to handheld, shotgun, rifles, and all ammunition.
    • Knives, knuckles, and blades.
    • Anything that bears a reasonable resemblance to the above.
  • If a patron is suspected of being under the influence of alcohol or other controlled substances, that person will be required to leave the premises.
  • No inappropriate language (obscene or abusive) will be permitted.
  • No sleeping or loitering will be permitted.
  • No harassing behavior, including but not limited to harassing or obscene gestures or sounds, will be permitted.
  • No offensive touching will be permitted.
  • No intentionally monopolizing staff time to the point of disrupting the completion of staff’s duties will be permitted.
  • No abusive behavior, such as threats or violence toward staff or other patrons, will be permitted.
  • Any behavior that is considered disruptive to other patrons may result in that person being required to leave the building and/or suspension of library privileges. The length of privilege suspension will be determined by the library board and the library director.
  • Deliberate vandalism to library materials or property or the personal property of other library patrons will not be tolerated. These actions will result in the police being called.

IV. Smoking, Food, and Drinks

  • Smoking is prohibited inside the building and within 20 feet of the library entrance.
  • Smokeless tobacco and e-cigarettes are not allowed in the library.
  • Food and drinks are not permitted in the main library. They are allowed in the Conference Room during special events. Certain guidelines must then be followed. (See Conference Room Policy for these guidelines.)

V. Animals

Animals are not allowed inside the library. Animals needed to aid individuals with disabilities are exempt from this rule. Special permission may be given for certain library-sponsored programs.

VI. Personal Property

Patrons are responsible for their personal property. Please do not leave items unattended.

VII. Library Property and Equipment

Patrons are to treat the library property and equipment with respect.

VIII. Solicitation

Solicitation (other than library-related) is not permitted in the library.

IX. Circulation Policies

A. Registration

  • Residents of Dyer County and surrounding counties are permitted to apply for a library card.
  • Borrowers must provide a photo ID to obtain a library card.
  • Children under 18 must have a parent/guardian sign to accept responsibility for materials checked out by their child.
  • Adults may obtain a library card over the phone for electronic use. Proof of ID will be required to check items out of the library.

B. Rules of Loan

  • All users must have a library card in hand to check out materials.
  • The user is responsible for all materials checked out on his or her card and the cards of children for whom he or she has assumed responsibility.
  • Borrowing privileges and/or computer privileges may be suspended if materials are not returned by the due date.
  • Library cards are not transferable. If the card is lost or stolen, please report it immediately.
  • Report changes of name, address, or phone number immediately.
  • Only patrons 18 years or older may check out DVDs.

C. Fees

  • There is a fee of $0.05 per day for books and $1.00 per day for movies.
  • Full replacement costs are charged for lost or damaged materials.
  • There is a $3.00 charge to replace a lost or stolen card. Patrons must provide proper identification to apply for a replacement card.

D. Loan Periods

  • New library cardholders are allowed to check out two (2) books at one time for the first sixty (60) days. After that time, four (4) books may be checked out at one time.
  • The circulating collection is available for loan. An item in circulation is considered on loan until it is returned intact.
  • Materials marked “Ref.” are reference materials and not available for checkout.
  • Books are loaned for 2 weeks.
  • Audio materials (cassette, CD) are loaned for 2 weeks.
  • DVDs are loaned for 1 day. Patrons are allowed to check out two (2) DVDs for the first sixty (60) days, and four (4) DVDs after that time period.

E. Renewals

  • Borrowers may renew most items from the library’s collection twice.
  • A borrower may renew items in person or by telephone.
  • The library cannot renew an item if another patron has placed a hold on it, but the current borrower’s name can be added to the waiting list.

F. Reserve

Patrons may request a reserve (hold) on any two items in circulation.

G. Book/Materials Returns

Please use our convenient outside book return for books only after hours. Due to the less rugged nature of other formats, they must be returned to the library desk.

X. Collection Development Policy

A. Objectives

  • To serve the community as a center of reliable information.
  • To provide services and materials that aid individuals in the pursuit of education, inspiration, information, and the creative use of leisure time. To this end, the library may initiate programs, exhibits, book lists, etc., to stimulate the use of these materials.
  • To cooperate with all community agencies and organizations requesting information or help in program planning and to co-sponsor with such groups non-profit activities of an educational or cultural nature.
  • To subscribe to the Freedom to Read and the Freedom to View statements and to the Library Bill of Rights adopted by the American Library Association.
  • The materials selection/collection development policy will be reviewed and/or revised by the Board of Trustees at least once annually.

B. Responsibility for Selection

The ultimate responsibility for the selection of all library materials rests with the library director, who operates within the framework of the Collection Development Policy determined by the Newbern City Library Board of Trustees.

  • The main points considered in the selection of materials are:
    • Individual merit of each item
    • Popular appeal/demand
    • Suitability of material for the clientele
    • Existing library holdings
    • Budget
    • Space
  • Reviews are a major source of information about new materials. The primary sources of reviews are Ingram Advance, Booklist, Tennessee Electronic Library, and Library Journal. Consideration is given to requests from library patrons and books discussed on public media.
  • Responsibility for the reading of children rests with their parents or legal guardians. Selection of library materials will not be inhibited by the possibility that materials may come into the possession of children.
  • The selection of any material for the collection does not constitute an endorsement of its content. The library recognizes that many materials are controversial and that many given items may offend some users. Selection of materials will not be made on the basis of anticipated approval or disapproval, but solely on the basis of the principles stated in this policy.
  • A list of books purchased from the previous month(s) will be presented to the Newbern City Library Board of Trustees.
  • No funds received by Newbern City Library are used to purchase, nor will the library otherwise acquire, material that constitutes “child pornography”, is “pornographic for minors”, or is “obscene” (as defined by the Children’s Internet Protection Act). (See Internet Safety Policy.)
  • Books and materials that contain sexual themes or content are reviewed by the public library independently for age appropriateness and cataloged accordingly, even if this overrides the age-appropriateness recommended by the publisher.

C. Reconsideration of Materials

It is the policy of the Newbern City Library that parents and guardians, not the library staff, are responsible for monitoring and approving the selection of materials made by their children. Parents or guardians may restrict only their own children from access to library materials.

Although materials are carefully selected, there may arise differences of opinion regarding suitable materials. Any patron who is above the age of eighteen (18) years of age or a parent/guardian of a minor cardholder, and has been a cardholder in good standing with Newbern City Library for sixty (60) days, may challenge materials. Patrons requesting that materials be withdrawn from or restricted from the collection may complete a “Statement of Concern about Library Resources,” which is available at the library. After the form is completed, the inquiry will be placed on the agenda of the next regular meeting of the Newbern City Library Board of Trustees, and the results of the dispute will be included in the minutes of the board meeting. No materials will be removed or restricted unless instructed by the Board of Trustees.

D. Interlibrary Loan

  • Because of limited budget and space, the library cannot provide all the materials that are requested. Interlibrary loan is used to obtain from other libraries those materials that are beyond the scope of this library’s collection.
  • This service is available to all library patrons who are in good standing with the library.
  • Patrons may request up to two interlibrary loans at one time.
  • Loan periods are set by the lending library and are two to four weeks.
  • Patrons are responsible for lost or damaged ILL materials.
  • Materials that are not picked up within 5 days will be returned to the lending library.
  • The library will not charge patrons a fee for borrowing materials through ILL. If the lending library specifies that it charges a fee, the patron will be consulted before materials are borrowed.

E. Gifts

  • Gifts of money for the purchase of books or equipment are welcomed and accepted with the understanding that selection will be made by the library staff or a designated committee of the Library Board.
  • Gifts of books and audio/visual materials will be accepted with the understanding that they may be added to the collection or disposed of as is seen fit. No materials will be added to the collection that do not meet the standards used in selecting books for purchase by the book selection policy. Books of local history or by local authors are welcome, even though they may not be in the best physical condition.
  • The Library Board encourages the giving of suitable books as memorials or to honor a person or a special occasion. Monetary contributions for these purposes from persons or organizations are also accepted. For donations of twenty-five dollars or more, the donor may select a subject or title, and a bookplate will be placed inside the purchased book. Donations under twenty-five dollars will be placed into the memorial book fund.

F. Weeding

An up-to-date, attractive, and useful collection is maintained through a continued withdrawal and replacement process. The process and decision to deselect an item takes into account the same criteria used when the item was first selected. Obsolete information, insufficient use, excessive wear, space availability, and changing user interests are considered. Duplicate copies and items superseded by newer editions are reviewed for possible weeding. The CREW (Continuous Review, Evaluation, and Weeding) method of weeding, established as an authority by the American Library Association, is utilized.

XI. Distribution of Free Materials and/or Community Information

The library may provide, at its discretion, limited space for the distribution of community information materials, free handouts, and the posting of flyers, notices, and posters about current and relevant news of nonprofit educational, cultural, public interest, and recreational services.

  • Materials promoting business or commercial ventures, political campaigns, viewpoints, or doctrinal beliefs will not be accepted for distribution or display.
  • Distribution or posting of community information materials does not necessarily indicate the library’s endorsement of the issues or events promoted.
  • Due to limited space, only a limited quantity of materials can be accepted.
  • No signs will be posted on the library’s main entrance door.
  • Community information materials may not be returned once given to the library for distribution or display.
  • The Library Director shall make the final determination as to whether materials comply with these guidelines.

XII. Emergency Closing

Emergencies or catastrophes, including but not limited to extreme weather, utility failure, bomb threat, fire, or acts of terrorism, may require closing the library. The primary consideration in any emergency is the safety of all persons in the library. The library cooperates fully with public safety departments and emergency service providers.

The City of Newbern and the Library Director will determine when to close the library.

XIII. Library Policy for Children

The Newbern City Library Board of Trustees and staff hope that families who use our library will see our facility as a warm, inviting, and pleasant place to be. We also hope that children will visit the library and develop a lifelong love of books, reading, learning, and libraries. However, parents and guardians are reminded that they are responsible for their children’s behavior while the children are at the library or on library grounds.

In an effort to provide a quiet, relaxed atmosphere for all patrons at the library, the Library Board of Trustees has adopted a policy statement concerning unattended or disruptive children.

A. Supervision

The public library is not a childcare provider. Parents may not leave children under the age of eight (8) unattended in the library.

B. Disruptive Behavior

Children and young people who are disruptive in the library or on library grounds interfere with library services to all patrons. Disruptive behavior, such as loud talking, profanity, running, jumping, hitting, throwing things, etc., will not be tolerated in the library.

Those disrupting others will be warned twice and then asked to leave and may not return for one (1) week. Continued abuse of this policy will be handled on an individual basis.

C. Vandalism

Deliberate vandalism to library materials or property or the personal property of other library patrons will not be tolerated. These actions will result in the police being called.

D. After-Hours Children

Staff are not permitted to remain after hours with an unattended child or to give him/her a ride home. After 30 minutes, Newbern Police will be contacted to take the child.

XIV. Computer / Internet Policy

The Newbern City Library is pleased to provide access to the Internet as a means to enhance the information and learning opportunities for the citizens of the library’s service area. The Board of Trustees has established this Internet use policy to ensure appropriate and effective use of this resource.

In order to offer Internet service to all of our patrons, users must agree to follow the guidelines set forth below.

  • Access to the Internet is available to all patrons who are in good standing with the library.
  • Patrons are required to accept our policies before being able to use computers. This is done by clicking “I Accept” on our desktops.
  • It is the responsibility of parents and guardians to determine and monitor their minor children’s use of Internet services. Minors are defined in this policy as children 17 and under. Children under the age of 8 will not be allowed on public access computers.
  • All users must check out a computer at the circulation desk.
  • Internet use is offered in two-hour sessions on a first-come, first-served basis. For students, there will be a one (1) hour daily time limit for games due to high usage. Students using the computers for schoolwork or research will be given additional time. Adults using the computer for job searches, test taking, tax preparation, etc., will also be given extra time if needed.
  • No more than one (1) person will be allowed at a computer workstation without staff permission.
  • The library disclaims any warranty as to the quality or accuracy of electronic information accessed via the Internet.
  • Although the library uses a program that checks for viruses, there is no guarantee that files downloaded from the Internet will not contain a virus. The library is not responsible for any damages arising from saving files to removable storage equipment such as flash drives or compact disks. The library cannot allow personal software to be used on library computers.
  • Black and white printing is available at the cost of $0.25 per page to cover supplies. Color printing is available for $1.00 per page. The library will not provide refunds for pages printed in error.
  • The library does not provide e-mail accounts; however, patrons may access web-based e-mail through library Internet stations.
  • Users may not use the Internet for any illegal activity, or place any material related to illegal activity.
  • Library computers will not be used for commercial and/or personal profit business activities.
  • Users must comply with United States copyright law and all other applicable laws.
  • Users may not incur any costs for the library through their use of the Internet service.
  • Library equipment may not be unplugged, moved, removed, or otherwise modified. Users may not attempt to reconfigure systems or software. Downloading of images or files from the Internet to a computer’s hard drive is strictly prohibited.
  • Patrons should not shut down library computers for any reason. Ask staff for assistance.
  • The user’s access to the library’s computers and Internet is a privilege, not a right. Misuse of library computers will result in the loss of computer privileges and possible criminal prosecution.
  • Library staff are available for general assistance in using the computer. Staff are not permitted to assist patrons with entering personal information (such as Social Security numbers, credit information, or bank information).
  • The Newbern City Library may suspend or terminate Internet privileges if the library reasonably believes that any user has violated these policy guidelines.
  • Newbern City Library uses software such as DeepFreeze to wipe computers after a patron logs out. No information is stored on public access computers.
  • Newbern City Library uses OpenDNS software for filtering. While the library tries to block malicious content, it does not guarantee this software. Parents are responsible for their minor children’s computer usage.

XV. Technology Protection Measures

Newbern City Library is aware of and adheres to the Children’s Internet Protection Act (CIPA). The library, having installed and enforced the operation of filtering software in compliance with CIPA, will have no liability for damages related to the operation of, or failure of, the filtering software, or for its circumvention by users. The library will enforce the operation of filtering software during any use of public access computers to prevent minors from accessing inappropriate material on the Internet.

The Technology Protection Measures Policy is reviewed annually by the Newbern City Library Board of Trustees. This meeting is open to the public and the approval of the policy will be documented in the minutes.

A. Definition of “Harmful to Minors”

The term “harmful to minors” is defined by the Communications Act of 1934 (47 USC Section 254[h][7]) as any picture, image, graphic image file, or other visual depiction that:

  • Taken as a whole and with respect to minors, appeals to a prurient interest in nudity, sex, or excretion;
  • Depicts, describes, or represents, in a patently offensive way with respect to what is suitable for minors, an actual or simulated sexual act or sexual contact, actual or simulated normal or perverted sexual acts, or a lewd exhibition of the genitals;
  • Taken as a whole, lacks serious literary, artistic, political, or scientific value to minors.

B. Filter Limitations

Filtering software is not foolproof. It reduces the likelihood that users will inadvertently retrieve text or images they may find offensive, but does not eliminate that possibility. Filters may also block access to sites that users would consider inoffensive and useful.

C. Protection in Electronic Communication

Newbern City Library uses software and monitors computer usage to help protect minors when using email, chat rooms, and other forms of direct electronic communication.

D. Protection from Unauthorized Access

The library uses software to protect its computers from unauthorized access, including “hacking” and the unauthorized disclosure, use, or dissemination of personal information regarding minors. The library has measures restricting minors’ access to materials harmful to them and to other unlawful activities.

E. Annual Compliance Review

The library’s Board of Trustees must review compliance with CIPA annually and acknowledge the use of filtering software for all public PCs, as well as the existence of an Internet usage policy that restricts minors from gaining access to material that is pornographic to minors, as determined by community standards.

F. Disabling Filters

If needed, technology protection measures may be disabled by library staff, as necessary, for bona fide research or other lawful purposes by people 18 and older.

XVI. Wireless Internet Policy

All persons accessing the wireless Internet via the library must comply with the current Library Internet Policies for Internet use.

  • All users are expected to use the library’s wireless access in a legal and responsible manner, consistent with the educational and informational purposes for which it is provided.
  • Users are responsible for the sites they visit and should remember that the library is a public place guided by community standards.
  • Wireless access points are provided by the library free of charge to patrons with devices capable of receiving the signal (802.11b/g or compatible).
  • The library’s wireless connection is unencrypted and unfiltered.
  • Use of the wireless connection is at the patron’s own risk. Information sent to and from a user’s device can potentially be captured by others.
  • Library staff cannot configure users’ devices and the library cannot accept liability for handling personal equipment.
  • The library is not responsible for any changes made to a user’s settings to access the wireless network.
  • The library does not assume any liability for loss or damage to patron equipment. Laptops and peripherals may not be left unattended.
  • Library power sources may only be used for personal equipment in designated areas.
  • Printing is not available via the wireless connection.
  • Violation of this policy may result in users being banned from the library network and/or law enforcement being contacted.

XVII. Meeting Room Policy

Purpose

The meeting rooms of the Newbern City Library are available for use by civic groups or organizations on a first-come, first-served basis during normal library hours.

Policy

Pursuant to its policy of non-discrimination, the Newbern City Library does not discriminate on the basis of race, sex, religion, color, national or ethnic origin, age, disability, or military service in its policies, or in the admission or access to, or treatment of employment in, its programs, services, or activities.

The library does not advocate or endorse the viewpoints of any group or individual. Meeting room use shall not be publicized in such a way as to imply library sponsorship.

Non-library event capacity is limited to ten (10) individuals in the Conference Room and twenty (20) in the Programming Room.

Library activities and events sponsored by the Newbern City Library and/or the City of Newbern have first priority for meeting room use.

All meetings and programs must be open to the public and free of charge. Fundraising events or solicitations of any kind are not permitted unless sponsored by the library. Businesses may not sell products or charge for services rendered.

All meetings must be scheduled in advance by filling out a Reservation Form, including a contact person. The form may be completed by phone or email if staff are provided with the required information. Requests should be made at least 60 days prior to the requested date if possible.

Meeting rooms may only be used during library hours, and use is on a first-come, first-served basis. Recurring meetings may be scheduled first for a two-month period and then may be renewed for another six-month period. All meeting room and display use is subject to the approval of the Board of Trustees.

Outdoor library grounds are not available for reservation. Programs must not interfere with library operations. Non-library events may not be held in the main room of the library.

Smoking is prohibited in all areas of the library. Refreshments may be served, but alcoholic beverages are not allowed. All food and drink must be confined to the meeting room and approved in advance by the Librarian. The library is not responsible for food safety.

Users must respect and uphold local, state, and federal laws and regulations. The meeting room and library will not be used for illegal purposes.

Groups or individuals reserving a room are responsible for setting up the room and should include time for setup and takedown in their reservation. The meeting room must be left in a clean and orderly manner. Failure to do so may result in cancellation or refusal of future meetings.

The Library Board and staff do not assume any liability for groups or individuals attending a meeting in the library.

Groups or individuals with a reservation should notify the library as soon as possible if a meeting is canceled. Groups with two no-call/no-shows will not be permitted further reservations for one year.

No decorations may be glued, taped, or stapled in the meeting room. The library is not responsible for items left in the room.

Failure to abide by the Library’s Meeting Room Policy may result in cancellation of, or refusal of, future reservations.

XVIII. Enforcement

Enforcement of these rules will be conducted in a fair and reasonable manner. Library staff (if safety permits) and/or Newbern Police Officers will intervene to stop prohibited activities and behaviors. Failure to comply with the library’s established rules, regulations, and policies may result in removal from the premises and exclusion from the library for a period of one day to one year, or in arrest or prosecution. Violations may also result in the restriction and/or termination of library privileges, including the use of library computers and other equipment.

XIX. Amendment

The Library Board of Trustees reserves the right to amend any or all library policies at any time by a majority vote.

Library Bill of Rights

The American Library Association affirms that all libraries are forums for information and ideas, and that the following basic policies should guide their services.

  1. Books and other library resources should be provided for the interest, information, and enlightenment of all people of the community the library serves. Materials should not be excluded because of the origin, background, or views of those contributing to their creation.
  2. Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval.
  3. Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment.
  4. Libraries should cooperate with all persons and groups concerned with resisting the abridgment of free expression and free access to ideas.
  5. A person’s right to use a library should not be denied or abridged because of origin, age, background, or views.
  6. Libraries that make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use.

The Freedom to Read Statement

The freedom to read is essential to our democracy and is continuously under attack. Attempts to suppress or censor materials rest on a denial of the fundamental premise of democracy: that individuals, by exercising critical judgment, will select the good and reject the bad. The statement emphasizes trust in readers, resistance to censorship, and the importance of maintaining a broad range of ideas in a free society.

Pressures to conform or restrict reading materials are especially dangerous in times of social tension. Suppression limits inquiry and weakens democratic culture. Reading is among our greatest freedoms, and the written word is a primary medium for new ideas and voices that contribute to social growth.

Key Propositions

  1. Publishers and librarians should make available the widest diversity of views and expressions, including those that are unorthodox, unpopular, or considered dangerous by the majority.
  2. They need not endorse every idea they make available; it is contrary to the public interest for them to impose their own political, moral, or aesthetic views as a standard for what should be published or circulated.
  3. It is contrary to the public interest to bar access to writings based on the personal history or political affiliations of the author.
  4. There is no place in our society for efforts to coerce the taste of others, confine adults to material deemed suitable for adolescents, or inhibit writers from achieving artistic expression.
  5. Labeling or warning against certain ideas presupposes that some individuals know what is best for others and undermines the reader’s freedom to judge for themselves.
  6. Publishers and librarians must contest encroachments upon the freedom to read, whether by private groups or government authorities.
  7. They should actively provide books that enrich the quality and diversity of thought and expression, demonstrating that the answer to a “bad” book or idea is a better one.

Definition of Social Media

For the purposes of this policy, “Social Media” is defined as any web application, site, or account created and maintained by the Newbern City Library. These include but are not limited to the library website, Facebook, Instagram, and Twitter.

Purpose

The purpose of this social media policy is to ensure the effective promotion of library services, resources, programs, and events to the public.

Usage Rules

The Newbern City Library welcomes the comments, posts, and messages of the community, and recognizes and respects diversity in opinion. Comments, posts, and messages shared to the library accounts will be periodically reviewed, and the library reserves the right to remove any content it deems inappropriate or off-topic.

When posting to a Newbern City Library media site, the user shall have no expectation of privacy and consents to the library’s right to access, monitor, and read any postings. Users should understand that social media posts are permanent, public, and retrievable.

The Newbern City Library reserves the right to ban or block users who have posted in violation of this policy. Users are expected to abide by the terms and conditions set by third-party social media platforms as well as follow applicable federal and state laws.

The library asks that individual user complaints be addressed specifically to the library so they can be handled more quickly and specifically. Social media is not the mechanism used by the library to document or address user problems and concerns.

Copyright & Privacy Protection

The Newbern City Library will always endeavor to follow copyright, fair use, and invasion of privacy laws.

The library will require employees to receive consent through expressed, implied, or oral consent from those present at each program or event which may be documented on social media:

  • Expressed consent: permission granted in writing (requiring signature of parent or legal guardian for those under the age of 18).
  • Implied consent: indicated consent through reaction.
  • Oral consent: verbal consent.

Postings that involve patrons under the age of 18 must have an approved consent form of content release from the relevant parent or legal guardian. Parents or legal guardians of minors are required to fill out, sign, and date a consent release form before their child can appear in a social media post. Completing the release form is optional. If an individual refuses to complete such a release form, then no media can be produced using any content related to that individual. During large programs, if consent is not granted, the relevant individual(s) may be asked to sit outside the primary photo range.

Button Maker Policy and User Agreement

The Newbern City Library has a button maker available for use by the public. Button making is the process of creating buttons, which can be done by hand or by machine. Buttons can be made from a variety of materials, including plastic, wood, metal, and seashells.

Qualifications for Use

  • Patrons must be 18 years of age or older. Minors must be accompanied by a parent or guardian who assumes responsibility for the button maker while it is in use.
  • Projects must be started no later than 1 hour prior to the library closing.
  • Patrons must present a Newbern City Library card and government-issued photo ID.
  • Patrons must have a current address and phone number on file.
  • Patrons must be in good standing with the Newbern City Library with no fees, fines, or overdue items to use this device.

Usage Guidelines

  • Patrons must stay on the premises while the machine is being used. Staff will assist patrons in using the machine. Staff will not create items for patrons who are not present.
  • Button hardware must be purchased from the library. The cost of materials is $0.25 for large buttons and $0.10 for small ones. The patron will provide the material for the button design. No material thicker than 0.15 mm is promised to work in the button maker.
  • Patrons will inform Newbern City Library of any problems with the button maker.
  • Patrons should never put anything in the button maker that is not approved.
  • Patrons will not be reimbursed for items damaged in the button maker.
  • Users are responsible for ensuring that workstations are cleaned and all items, including tools and accessories, are returned to their original locations when finished. The user agrees to inform library staff in the event they are unable to return a work surface, tool, or equipment to its original state.
  • Charges for damage to the button maker will be billed to the user. Charges for damage must be paid before the user can utilize the machine again.

Cricut Maker 3 & Heat Press Usage Policy and Agreement

Cricut Maker 3

The Newbern City Library has a Cricut Maker 3 available for use by the public. This is an electronic cutting and drawing machine capable of transferring designs to a number of different materials including paper, cardstock, vinyl, fabric, and certain woods. The Cricut can be used to produce custom signs, t-shirts, labels, greeting cards, and stickers. Cutting times typically vary between 15 to 30 minutes depending on the size and complexity of the design.

Qualifications for Use

  • Patrons must be 18 years of age or older. Minors must be accompanied by a parent or guardian who assumes responsibility for the Cricut while it is in use.
  • Patrons must schedule use of the Cricut by completing the “Usage Request Form” available either online or in person.
  • If a patron is more than 15 minutes late for their scheduled time, they forfeit that time slot and must complete a new “Usage Request Form.”
  • Cuts must be started no less than 1 hour prior to the library’s closing time.
  • Patrons must present a Newbern City Library card and current, government-issued photo ID at the time of use.
  • Patrons must have a current address and phone number on file.
  • Patrons must be in good standing with the Newbern City Library with no fees, fines, or overdue items to use this device.
  • Patrons must never have been banned from library computer use for violating the Newbern City Library Computer and Internet Policy.

Usage Guidelines

  • Newbern City Library will provide reusable resources such as basic blades, tools, and mats. If a custom item is needed, the patron is responsible for providing it.
  • Patrons are responsible for providing their own consumable items such as paper, vinyl, fabric, or wood.
  • Staff will check to ensure the patron has all needed materials before allowing the patron to begin the project.
  • Patrons are responsible for producing their own design. Library staff may be available to assist but are not responsible for the designing or cutting process.
  • Patrons may not create objects that are considered harmful, dangerous, obscene, or in violation of any copyright, patent, trademark, or library policy.
  • Patrons must comply with the Newbern City Library Computer and Internet Policy.
  • Charges for damages to the Cricut machine or supplied tools will be billed to the patron and must be paid before the patron will be permitted to use the Cricut again.
  • Patrons may only use cutting mats provided by the Newbern City Library.
  • Patrons must remain on the premises while making cuts. Library staff will not make cuts for patrons.
  • Patrons are not allowed to change cutting blades at any time. A library staff member must handle blade changes.
  • Neither the Newbern City Library nor the staff are responsible for an unsuccessful cut. Patrons will not be reimbursed for any damaged or lost materials.
  • The library accepts no liability if a project is destroyed, does not fabricate properly, or does not work as originally intended.
  • Patrons are responsible for ensuring the workstations are cleaned following use and that all library-supplied items (including tools and accessories) are returned to their original locations.
  • The patron agrees to inform a library staff member in the event they are unable to return a work surface, tool, or piece of equipment to its original state.

Limitations of Use

  • Patrons can create their own designs from the Cricut Design Space app on a designated library computer or a personal computer.
  • Some premade designs are available for free on Cricut Design Space. Newbern City Library will not purchase designs for patron use.
  • All images and shapes must be in .SVG file format.
  • Designs are not guaranteed to come out as intended. Numerous variables (including size, complexity, type of material, and selections made on Cricut Design Space) can affect the quality of the final product. Patrons will not be reimbursed for any failed cut.
  • Use of the Cricut Maker 3 is free of charge to any good-standing Newbern City Library patron.

Heat Press

Newbern City Library provides a heat press for patron use. A heat press is a machine used to press iron-on material onto other fabrics.

Qualifications for Use

  • Patrons must be 18 years of age or older. Minors must be accompanied by a parent or guardian who assumes responsibility for the heat press while it is in use.
  • Patrons must use only items cut from Newbern City Library’s Cricut Maker 3. Patrons cannot bring in materials from other sources to use the library’s heat press.

Limitations of Use

  • Patrons must use only items cut from Newbern City Library’s Cricut Maker 3. Patrons cannot bring in materials from other sources.
  • Patrons must use the heat press during their session with the Cricut Maker 3.
  • The heat press can be set to temperatures over 300 degrees. Patrons must use care when pressing items. Newbern City Library is not responsible for any injuries caused by the heat press.
  • Newbern City Library is not responsible for the finished product or any damage done to products. It is the patron’s responsibility to know what temperature/time frame to use the heat press.
  • Use of the heat press is free of charge to any good-standing Newbern City Library patron.

By signing, I acknowledge that Newbern City Library and the City of Newbern are not responsible for any injuries or product outcomes I may acquire while using the Cricut Maker 3 or the Heat Press.

Laminator Policy and Agreement

The Newbern City Library has a laminator available for use by the public. Lamination is the process of securing flat objects such as photographs or documents between two layers of closed laminate plastic. This helps to preserve items for longer amounts of time than the material alone is expected to last. Laminated objects are less likely to rip and tear and are also able to withstand temporary contact with water and other moisture.

Qualifications for Use

  • Patrons must be 18 years of age or older. Minors must be accompanied by a parent or guardian who assumes responsibility for the laminator while it is in use.
  • Projects must be started no later than 1 hour prior to the library closing. The laminator does have to warm up before use.
  • Only paper items may be laminated.
  • Patrons must present a Newbern City Library card and government-issued photo ID.
  • Patrons must have a current address and phone number on file.
  • Patrons must be in good standing with the Newbern City Library with no fees, fines, or overdue items to use this device.

Usage Guidelines

  • Patrons must stay on the premises while items are being laminated. Staff will assist patrons in using the machine. Staff will not laminate items for patrons who are not present.
  • Pouches may be purchased from Newbern City Library staff and must be paid for prior to beginning a laminating project. Pouches are available in multiple sizes with set fees.
  • If a user wishes, they may purchase and bring pouches with them. Pouches must be approved by library staff before use.
  • Patrons will inform Newbern City Library of any jams or problems with the laminator.
  • Patrons should never put anything in the laminator that is metal.
  • Due to the heat process involved in lamination and the possibility of special coatings on the materials, the library assumes no liability as to the effect on the items being laminated. Discoloration, bubbling, and possible damage are a probability when laminating.
  • Patrons will not be reimbursed for items damaged in the laminating process.
  • The lamination process operates with high temperatures that can cause burns or other injuries. Newbern City Library and the City of Newbern are not liable for any injuries acquired while using the laminator.
  • Users are responsible for ensuring that workstations are cleaned and all items, including tools and accessories, are returned to their original locations. The user agrees to inform library staff in the event they are unable to return a work surface, tool, or equipment to its original state.
  • Charges for damage to the laminator or any of the tools will be billed to the user and must be paid before the user can utilize the machine again.

Makerbot Sketch 3D Printer Policy and Agreement

The Newbern City Library has a Makerbot Sketch 3D Printer available for use by the public. It is capable of producing three-dimensional plastic items layer by layer from a 3D design uploaded from a digital computer file.

Qualifications for Use

  • Patrons must be 18 years of age or older. Minors must be accompanied by a parent or guardian who assumes responsibility for the Makerbot Sketch 3D Printer while it is in use.
  • Patrons must schedule the use of the Makerbot Sketch 3D Printer by completing the “Usage Request Form” available either online or in person.
  • If a patron is more than 15 minutes late for their scheduled time, they forfeit that time slot and must complete a new “Usage Request Form.”
  • 3D prints must be started no less than 2 hours prior to the library’s closing time.

  • Charges for damages to the Makerbot Sketch 3D Printer or supplied tools will be billed to the patron and must be paid before the patron will be permitted to use the printer again.
  • For large prints, patrons are not required to remain on library premises. They may leave and return to pick up the item provided payment for the print ($0.25 per gram) is made in advance.
  • Library staff will load and unload the required filament, build plate, nozzle, and filter for the print.
  • Patrons are not allowed to open the printer door at any time.
  • Items printed from the Newbern City Library’s Makerbot Sketch 3D Printer must be picked up within 14 days of being printed. Items not picked up become the property of Newbern City Library.
  • Items must be picked up by the patron who printed them.

Limitations of Use

  • Only 3D drafting software capable of saving a file in a .STL format may be used.
  • If the patron does not wish to create their own design, pre-existing designs may be downloaded from other sources such as thingiverse.com, pinshape.com, youmagine.com, and myminifactory.com.
  • The Makerbot Sketch 3D Printer is limited to a maximum size per piece of 150 mm x 150 mm x 150 mm (5.9 in x 5.9 in x 5.9 in).
  • Only PLA (polylactic acid) filament is available for printing.
  • This service is intended only for rapid prototyping, not production. Due to time constraints, a maximum of 2 identical objects may be printed at the same time. A large number of print jobs or identical objects will not be accepted.
  • Newbern City Library is not responsible for failed models. It is not uncommon for bumps or other irregularities to appear in 3D printed models.
  • Many structures with overhangs must be built with support structures attached. Removing these structures can affect the quality of the print and is not the responsibility of Newbern City Library staff.
  • The Makerbot Sketch 3D Printer may not be available for public use if Newbern City Library staff are using it for a library-sponsored program.

Cost for Usage

  • There is a charge of $0.25 per gram of filament that patrons must pay before the print process is begun. Filament usage is determined by the estimate given by the printer.
  • If a model is found to be printing improperly within 15 minutes of the start, Newbern City Library staff will assist the patron in reformatting the model to print a second time at no charge. After a second failed attempt, the print will be canceled, though the patron may return at a later scheduled date for further attempts. Should a third attempt be made, the patron will be charged for materials from the prior failed attempts.
  • 3D print designs are not guaranteed to come out as intended. Designs can be affected by variables including size, complexity, and overhanging areas.
  • Newbern City Library will not refund printing fees for completed items that do not come out as intended due to options selected by the patron (including but not limited to scale, quality, design, required support materials, etc.).
